The Innovation District development will potentially impact the East side of the property including the driveway, intersection with Dollarton Highway and grading of the east are of the site. The area to the west of the site is the proposed development known as the Innovation District. The building and training yard is scheduled to be ready for use in Spring 2023, at which time the restoration work in the surrounding areas should also be in its final phase. Construction of the Fire and Rescue Centre and restoration of the surrounding area is to begin after the site clean-up and excavation work is complete. The construction budget for the MFRC is approximately $31M, however all figures are approximate and are subject to change. During excavation of the building footprint and other areas where excavation extends below the fill pile and into native soils, archaeological procedures will be required following the requirements of the Heritage Conservation Act (see Appendix #2).
An Archaeological Impact Assessment (AIA) is under development and permits will be in place under the Heritage Conservation Act. An archaeological consultant (Golder) is working on the project team, a Chance Finds Procedure is in place and will be followed during activity on the site. The site falls within the traditional territory of several First Nations. A temporary water and electrical connection has also been installed for use during the construction period. Erosion Sediment Control (ESC) measures will be a key to the success of the project as the area drains into wetlands and watercourses which eventually enter the Park Street marsh and the Maplewood Conservation area to the south of Dollarton Highway. The site will be left with rough grading complete, ready for handover and building construction activities to commence at 5.0M geodetic +/- 10 cm. Several building props will be constructed on site for tower and high angle rescue training, commercial and residential mock fire training, and confined space training.
The training yard is approximately 9,400 m2 and includes areas for parking, fire vehicle driver training, live fire, automobile extrication and physical training. The building will be approximately 3,900 m2, constructed to a post-disaster standard, it will also function as a Fire Department Emergency Operations Centre (DOC) for large emergency events and disasters. The main building will consist of four (4) double-ended apparatus bays attached to three (3) stories of office, classroom, dormitories, and support spaces. The MFRC will consist of a main building, training yard (including props and structures), surface parking and circulation designed for 60 parking stalls. The clean-up and excavation work is anticipated to be complete in July of 2021. ("BD Hall") has been engaged to perform site clearing, excavation and remediation of contaminated materials on the site. The remaining fill pile area to the North, West, and South of the MFRC site will be rehabilitated with native plantings to restore it to a more natural state. The MFRC is to be built on approximately 4.0 acres within the former landfill area.
Approximately 7.0 acres of the site on the East side was used as a District Landfill for road and development waste material from the 1960's to the late 1980's and is currently undeveloped.
